A number of factors including rises in energy costs, spiralling inflation, demand pressures, and expected pay increases for teachers, carers and other public sector workers, mean the council's budget for delivering day-to-day services like education, social care, refuse collection, parks and libraries is set to cost £75m more next year than it will this year.
A public consultation on a series of possible service changes which could help make savings and raise income will open on Friday, December 23, and run for around five weeks until January 29. In it, residents will be asked for their views on possible changes to services to help bridge the gap.

Oak-themed refurbishment for Heol Llanishen Fach play area
The play area at Heol Llanishen Fach is to get an oak-themed refurbishment, complete with acorn and oak leaf shaped features, in addition to log sculptures, accessible play equipment, and new seating.
Cabinet Member for Culture, Parks and Events, Cllr Jennifer Burke-Davies, said: "The play area at Heol Llanishen Fach is the latest facility to benefit from our ongoing £3.2 million programme of investment in parks and play areas across Cardiff. Once completed it should be a fantastic facility for local families to enjoy."
The designs include a toddler area as well as a junior play area, and are designed to appeal to children from the age of 5 upwards, encouraging imaginative play, climbing, education, and physical activity.
Children with as wide a range of abilities as possible are catered for, and play equipment will include a wheelchair accessible roundabout, and accessible swings.
The works also include a new circular seating area, as well as other additional and restored seating and bins.
Refurbishment work is due to commence in January and is currently expected to be completed in spring 2023.
