Welcome to the last update of the week from Cardiff Council, covering: Cardiff Council service changes due to Welsh Government ‘Fire Break' restrictions; COVID-19 cases and tests; update on schools affected by COVID-19; and Ask Cardiff 2020 - help us plan the future of our city.
Cardiff Council Service Changes due to Welsh Government ‘Fire Break' restrictions
Stay Home, Protect the NHS, Save Lives
The Welsh Government's Fire Break restrictions come into effect at 6pm this evening.
This means that, from tonight:
- People must stay at home, except for very limited purposes, such as for exercise.
- People must work from home wherever possible;
- People must not visit other households or meet other people they do not live with either indoors and outdoors;
- No gatherings will be allowed outdoors;
- All non-food retail, hospitality businesses, close contact services and events and tourism businesses, such as hotels must close;
- Community centres, libraries and recycling centres will be required to close.
The Fire-Break will remain in place until Monday, 9thNovember, and due to the restrictions, some Cardiff Council services need to change.

Recycling and Waste
Household collections of general waste, recycling and food waste continue as normal over the Fire-Break lockdown period.
Household Recycling Centres have had to close due to the restrictions and will reopen on Monday 9thNovember.
As previously announced, garden waste collections will be suspended in November, December and February to help the council deal with the ongoing COVID-19 pandemic, and to ensure general waste, recycling and food waste collections can continue to take place. Read more here:

Parks, Play Areas and Leisure
All parks and play areas remain open over the course of the Welsh Government Fire-Break lockdown.
Leisure Centres and Cardiff International White Water have all had to close for the duration of the Fire-Break.

Volunteer dog walking at Cardiff Dogs Home continue by appointment, and the home continues to accept strays. The home is closed to the public and rehoming has been suspended.
Schools and Free School Meals
Schools will reopen for pupils in Year 8 and below and for pupils with Special Education Need after half-term, on Monday 2nd November.
Pupils in Year 9 and above will return to school on Monday 9th November and blended learning will be provided by schools during the week commencing Monday 2nd November.
Pupils eligible for Free School Meals will have vouchers provided to use during half-term week (Monday 26thOctober to Friday 30thOctober). Read more here:

Hubs, Libraries, Help and Advice
Central Library Hub, The Powerhouse, St Mellons Hub and Ely & Caerau Hub will be open during the Fire-Break to customers with pre-arranged emergency appointments, for services such as into work support, money advice and help with housing and benefits. All other hubs and libraries have to close, and they will reopen on Monday 9thNovember.
Anyone needing support can call the Council's Advice number on 029 2087 1071. Cardiff Foodbanks remain open and Foodbank vouchers are available from the Adviceline, or from one four Hubs open for appointments.

Council Housing Repairs
Emergency repairs and urgent work will continue to be carried out during the Fire-Break lockdown. Routine repairs are suspended while restrictions remain in place.
Cemeteries and Registry Office
Cemeteries remain open for visitors during the Fire-Break. The offices at Western Cemetery and Thornhill Cemetery have had to close to the public and a telephone service is in place.

Update on schools affected by COVID-19: 23 October, 2020
St Teilo's C/W Secondary School
Two positive cases of COVID-19 have been confirmed at St Teilo's CW Secondary School. 49 Year 11 pupils and 44 Year 8 pupils have been advised by Public Health Wales to self-isolate for 14 days after they were identified as close contacts of the confirmed COVID-19 case. No staff members need to self-isolate due to social distancing measures in place.
Bryn Hafod Primary School
A positive case of COVD-19 has been confirmed at Bryn Hafod Primary School. 10 Nurture pupils and 5 members of staff pupils have been advised by Public Health Wales to self-isolate for 14 days after they were identified as close contacts of the confirmed COVID-19 case.
Cardiff High School
A positive case of COVID-19 has been confirmed atCardiff High School.80 pupils from Year 13 are currently self-isolating and the remainder of the year group have now been advised by Public Health Wales to self-isolate for 14 days after they were identified as close contacts of the confirmed COVID-19 case. No staff members need to self-isolate due to social distancing measures in place.
Ysgol Bro Eirwg
A positive case of COVD-19 has been confirmed at Ysgol Bro Eirwg. 57 Reception pupils and 5 members of staff pupils have been advised by Public Health Wales to self-isolate for 14 days after they were identified as close contacts of the confirmed COVID-19 case.
St Peter's RC Primary School
A positive case of COVD-19 has been confirmed at St Peter's RC Primary School. 53 Year 2 pupils and 3 members of staff have been advised by Public Health Wales to self-isolate for 14 days after they were identified as close contacts of the confirmed COVID-19 case.
Kitchener Primary School
A positive case of COVD-19 has been confirmed Kitchener Primary school. 30 pupils from Year 4 and 1 member of staff have been advised by Public Health Wales to self-isolate for 14 days after they were identified as close contacts of the confirmed COVID-19 case.
Ask Cardiff 2020: Help us plan the future of our city
The annual Council survey that gives people living and working in Cardiff the chance to have their say on public services in the city has launched.
Every year, Ask Cardiff gives residents and visitors an opportunity to share their views and experiences of council and other public services. Feedback received from the survey informs the design and development of future services in the city.
Ask Cardiff 2020 covers a range of topics including the quality of services in the city, how satisfied people are with their community as a place to live, their views on jobs and housing, the economy and the local environment as well as community safety.
This year's survey also includes questions on people's opinion about how Cardiff should recover from the impact of COVID-19 and how the pandemic has affected them personally.
Cabinet Member for Finance, Modernisation and Performance, Cllr Chris Weaver, said: "Residents' views, experiences and ideas about the city as a whole as well as their own neighbourhood are really important to help us plan the future of our city and give us a better understanding of how well we are performing and what things can be improved."
